SUBJECT: Concerns Regarding Development on Parcel R6003 164 in Gwinnett County
Dear Mr. Canada,
We are reaching out with concerns about several properties located off Mink Livsey Road that were recently consolidated into one, undeveloped, landlocked parcel in unincorporated Gwinnett County: R6003 164. The 100+ acres have been zoned R-100 for single family homes since the early 1970’s. During a rezoning request, which was denied in 2019, issues surfaced regarding the suitability of building on this land situated on the Upper Ocmulgee Watershed and known for its historical, environmental, and ecological significance. The developer was unable to adequately address these issues at the time.
Despite remaining questions and no announcement to residents when the parcels were combined, an infill subdivision of 100+ homes is scheduled to begin in 2025, pending US Army Corps and Gwinnett County permitting. Per DNR requirements, the public should be notified of the application and be given a designated period to comment. To date, no such notices have been made available for this parcel. Further, more than one of the required permits appears to be missing for this development. I am worried about what this means for my home and my community.
In July 2024, heavy construction equipment crossed No Business and Do Little Creeks (US/State waters), resulting in disturbance within the stream buffers, though the extent is unclear. I’d appreciate your assistance in confirming the following:
This development of 100+ homes in the Ocmulgee Watershed has impacts beyond my neighborhood. My neighbors and I want to ensure that all Federal, State and County regulations are in place ahead of further development.
